will you kindly clarify whether there is any mechanism/system to examine the relevancy of provisions of IPC invoked against the alleged committal of offence while regitering an FIR by police. For example if the allegation in a complaint contains possiblility of more profiteto a institution if some thing is disposed off without criminal intent or personel gain ; on such cases the police treat this as "sustaining loss to institution" and invoke section 406 ,409 ,420 of IPC instead of civil case for the recovery of difference in cost if any. .
